Recharter

This page contains a step-by-step guide on how to complete your 2019-2020 recharter, along with information about the recent fee increases and background check requirements. If you have questions, please contact your district staff representative here. 

Your unit should have received your recharter packet either at roundtable or from your unit commissioner. If you do not have your recharter packet, contact your district staff representative to arrange delivery. Click here to access the online recharter system.

Online Recharter FAQs and How-Tos

Even if your charter is submitted online, the following documents must be turned in to the Northeast Illinois Council:

-If not using online payment option, one check made payable to the Northeast Illinois Council.

-Complete, signed applications for all adults and youth listed as “new” on your recharter.

-All new adult applications must also include proof of Youth Protection Training and the Background Check Authorization form.

-Journey to Excellence Form

-NEW FOR 2020: Background Check Disclosure forms are required for all new AND registered adults, regardless of date joined. Please see details below. 

Background Check Disclosure

All currently registered Scout leaders received an email recently from the National Council of the Boy Scouts of America regarding the Background Check Disclosure and Additional Disclosures and Background Check Authorization documents.  This change requires all registered leaders, regardless of date joined, to submit a new Background Check Authorization Form before their 2020 registration can be processed. 

Please complete the process below at your earliest convenience to help us continue to provide the safest environment possible for our Scouts and leaders. Please note that these steps must be completed before your 2020 annual registration can be processed. The Northeast Illinois Council will only be accepting original, ink/wet signature forms. We will not accept scans, copies, faxes, or electronic signatures. We strongly recommend that the unit collect background check forms for all its leaders and submit with the recharter paperwork. 

  1. Review the Background Check Disclosure.
  2. Once you have reviewed that, print the Additional Disclosures & Background Check Authorization. Review the additional disclosures on that form, then complete and sign the Authorization using an ink/wet signature. Turn in the Additional Disclosures and Background Check Authorization with your unit charter renewal paperwork.
    Note: A wet/ink signature is required for this document. Electronic signatures will not be accepted. Scanned or emailed documents will NOT be accepted. 
  3. Turn in the signed form promptly to your unit leader for submission with your unit’s annual charter renewal paperwork.

If you choose to decline the background check, or if you do not complete the Additional Disclosures & Background Check Authorization form and return it to your unit leader during the Charter Renewal process, your 2020 annual registration will not be processed.\

California State Law Disclosures

With the Northeast Illinois Council’s previously announced $5 insurance fee for all registered members, the total fees for NEIC registered Scouts and Adults will be as follows: 

  • $65 for youth members in Cub Scouts, Scouts BSA, Venturing and Sea Scouts
  • $41 for youth members in Exploring
  • $41 for adult members (includes cost of background check and Scouting Magazine)
  • $60 for unit charter fees.

To ensure the BSA has the resources to fulfill the promise of Scouting despite increasing operating costs, the National Executive Board of the Boy Scouts of America made the difficult but necessary decision to increase the annual membership fee effective January 1, 2020 to:

  • $60 for youth members in Cub Scouts, Scouts BSA, Venturing and Sea Scouts
  • $36 for youth members in Exploring
  • $36 for adult members (includes cost of background check and Scouting Magazine)
  • $60 for unit charter fees.
